RULES HERRER 15Si. Ranking points ii. Game squads iii. Substitutions iv. Determining Pool Table Standings: If the cumulative score between the two Teams equal on competition points at the end of the pool stage was a draw, then the following process shall be used to determine the placings: The margin of tries scored for and against a Team in all Matches between the tied Teams shall be considered. The Team with the highest positive margin of tries shall be ranked higher in the pool competition table: if the tie remains unresolved then: The marin of points scored for and against a Team in all pool Matches shall be considered. The Team with the highest positive margin of points shall be ranked higher in the pool competition table:- if the tie remains unresolved then: The Team that has scored the highest number of tries in the pool Matches shall be ranked higher in the pool competition table: if the tie still remains unresolved then: The margin of tries scored for and against a Team in all pool Matches shall be considered. The Team with the highest positive margin of tries shall be ranked higher in the pool competition table: if the tie remains unresolved then: The Team that has scored the highest number of points in the pool Matches shall be ranked higher in the pool competition table: if the tie still remains unresolved then: The tie will be resolved by the toss of a coin between the Team Managers concerned. If at the end of the pool stage more than two Teams are tied on points then the following process shall be used to determine the placings: The team with highest point after cumulative score of the pool games among the tied teams shall be ranked higher in the pool competition table. (i.e. A, B, & C are tied – the results of all A-B, B-C and C-A matches will be considered) The margin of points scored for and against a Team in all pool Matches will be considered. ELIGIBILITY policy is in place effective immediately. It has been developed from discussions amongst many clubs and stakeholders, and is intended to protect the safety of our players, especially junior players. ID CHECK5 players ID will be checked randomly for each team at every games of Norgescup Damers 7s, NM15s Senior Women and NM15s Senior Men championships. All players from clubs should therefore be able to show identification to the referee before the game. If a checked player do not show ID, the player will NOT be allowed to play the game. POLICY AND STRUCTURE FOR TEAM LISTS(Also to be used to determine eligibility for Post2 klubboverføring) This policy applies to the Women’s 7s Cup, the Women’s 12s/15s championship and the men’s 15s championship. DEFINITIONS"Club": A club registered with NIF & NRF. "Team": A team entered in any of the competitions to which this policy applies. Clubs can have more than one Team in a competition, and Teams can have links to more than one Club, but each Team must be linked to at least one Club NUMBERS OF PLAYERS
TEAM LISTSPlayers may be added to a Team List one of two ways:
FORFEITSTeams must have at least the "Forfeit Limit" number of players present at kick off time, or they forfeit the match. In the regular season, These may be players who are already on their Team List, or players who are not on any Team List. In the Top 4, playoffs, semi-finals and finals, these may only be players from the Team List. "MUST PLAY" LIMITIf a visiting Team is present at kickoff time with more than the "Must Play" Limit number of players, but less than the Forfeit Limit, then the home Team must attempt to play some rugby. The format is to be determined by the two Teams. The referee will be responsible for staying and refereeing the resulting play. This "Must Play" policy applies even if the visiting Team warns the home team in advance. However, if a home Team warns in advance that it cannot meet the Forfeit Limit, then there is no requirement for the visiting Team to travel, and no Post2 klubboverføring will be available for this match. "BORROWING" PLAYERS"In the regular season “first half”, if a Team has more than the Forfeit Limit, but less than a full squad, then the Team may use players from another Team's Team List (including their opponents'). Except in case of injury, the "borrowing" Team must always keep at least the Forfeit Limit number of their own players on the pitch. Playing as a "borrowed" player does not change the player's listing on his own Team's Team List. POST2 KLUBBOVERFØRINGTeams that travel to away games, and do not forfeit, will receive 100% of the Post2 klubboverføring assigned to that match, as decided by the board of the NRF. Teams that travel to away games and forfeit, but bring at least the "Must Play" number of players will receive 50% of the Post2 klubboverføring assigned to that match, as decided by the board of the NRF. Teams that fail to travel to an away game with at least the "Must Play" number of players will not receive any Post2 klubboverføring, and will have their next Post2 klubboverføring payment (one match) halved. Home teams that forfeit a match will have their next Post2 klubboverføring payment (one match) halved. Payment to clubs will be done by mid-July for the April to July games, and by mid-November for the August to October games of the current season. ENFORCEMENT / CONTROLA "Team List Controller" will be appointed by the Board on the recommendation of the turnerningsutvalg. This person will be responsible for updating Team Lists throughout the season. An example is attached. One of these will be created for each Team, and maintained through the season. Referees and the competing Teams will print the Team Lists for each team before the match. Teams will fill them out, and hand them in to the referee before games. Referees will collect the Team List sheets, and scan/email, fax, or type them in to the Team List Controller. The Controller will ensure that the lists are updated and available by the Thursday of the next week. Referees will randomly check ID of at least 5 players of each team. If a player on the match’s team list doesn’t have his ID, this player will not be allowed to play. For TOP4, play-off games, semi-finals and final, in case it occurs that the player belongs to another team’s team list, the team will have their next Post2 klubboverføring payment cancelled. NB: All elements of this Policy can be waived or modified by the NRF Board. The goal of this policy is to encourage more rugby to be played. Therefore, if a game is played with the agreement of both Teams, and it involved minor variances from this policy, the NRF will not unreasonably withhold club development funding, nor modify the result created on the field of play. |
